Census India Project: Distribution of census materials thro India Post
Dear
I am delighted to inform you that the Department of Posts will be undertaking a large and ambitious project of distribution of Census material of Registrar General of India to the administrative authorities upto Tehsil/Taluka level addresses through out India. During the first phase of the project, nearly 11,000 tons of census materials will be distributed to more than 15000 locations across the country by India Post
Considering the capability and the network coverage of India Post in the area of distribution across India to every village and town, the Registrar General of India has chosen India Post to manage this important distribution project associated with the Census operations of Government of India. Now, we want to ensure that this project is managed in a professional and efficient manner.
The census material will be printed in eleven Printing Presses and the materials will be well packed in corrugated boxes by the printing presses. Each box will weigh around 10 to 12 kg . The role of the Department of Posts will be to book the consignments at the premises of the Presses, transport them to the destinations and arrange for delivery to the authorized person. Considering the volume of the consignments, the consignments will be booked under Logistics Post and Logistics Post Air. Wherever, the volumes are very small, these will be sent through Express Parcel Post and the details in this regard will be sent to you separately.
For the purpose of booking, Post office extension counters will be established at the premises of the Printing Presses. The list of the officers responsible for managing this project in respect of booking has been given at Annexure A . NIC has been asked to prepare a web-based software to provide booking, transport routing, monitoring, MIS and tracking of the consignments booked by RGI under this project
Government of India accords top priority to the Census operations, as the census material is very important and sensitive in nature. Thorough and high-level monitoring needs be done at every stage of operation - booking, transmission, delivery, data entry relating to delivery. In each Circle, one of the Directors will be identified as Nodal Officer for this Project and it will be his responsibility to coordinate the entire operations.
List of the addresses for whom the delivery is to be made has been sent to all the Heads of Circles through e-mail. You have to identify the Post Office of delivery and give details of the name of the Post Master and the telephone number on the web page of Census Project, created by NIC
The transportation of the census consignments from the Printing Presses to the Tehsil head quarters will be done through the approved transporters of BD Directorate. In case of North East, the consignments will be sent by Logistics Post Air through India Post aircraft and within the Circle, CPMG Assam and CPMG North East will make arrangements for local transportation and delivery. In case of Andaman & Nicobar islands, the consignments will be sent by air to Port Blair and CPMG West Bengal will make arrangements for local transmission and delivery. For Lakshadweep islands, CPMG Kerala will make arrangements for transmission of the consignments from Kochi . Consignments for J & K will reach Jammu through the approved transporters and thereafter, the transmission arrangements will be done by CPMG, K & K Circle
Despatch of census material will commence during second week of February, 2010 and the process of distribution will continue for 2 months. We shall also be undertaking the Reverse Logistics to Registrar General of India (collection of material from the Tehsil Head quarters and delivery at 30 Data Processing Centres) This process will begin from May 2010. The details of the Reverse Logistics will be sent to you separately
The project highlights and the activities to be undertaken by the Department in booking, processing, transportation, delivery, monitoring etc are given in the annexure B. Detailed Operating Procedures on the project will be sent to you separately. Further details in this regard may be had from Shri. John Samuel, General Manager Business Development.
Considering the magnitude of the project and the importance of Census operations to Govt of India, Heads of the Circles will personally monitor the distribution of the census material. You will apprise me of the action taken on this project within a week

· Dispatch schedules for each date with reporting times will be prepared in consultation with RGI & Transporters and sent in due course
· In most of the cases 7 ton capacity vehicles will be engaged for transportation
· Approximate vehicle arrival times at the destination points with number of boxes and weight will be communicated to the concerned Nodal Officers.
· In case of any breakdown of vehicle transport will provide the alternate vehicle arrangement

5. | Unloading and Delivery | · Vehicle will report to the designated Post office/location at the destination point on the given contact details
· PO staff to accompany the vehicle to the delivery address with sufficient manpower to unload the consignment
· Unloading is the responsibility of the department
· Consignment will be delivered to the addressee under signature and stamp
· One copy of delivery manifest will be kept by delivery PO for data uploading
· HOCs will make necessary arrangements for transmission and delivery of EPP consignments to the addresses and enter delivery information in census project software ·

6. | Uploading of delivery information | · Post office of delivery will upload delivery of the consignment with number of boxes on the given web page
· Non-computerized POs will get the delivery information uploaded through nearby computerized PO with internet facility
· Report of delivery and data uploading to be sent to Nodal Officer

7. | Monitoring |
· Nodal Officer in each will be provided with distribution schedules, contact details of RGI and Printing Press coordinators and Nodal Officer in the Directorate

8. | Reverse logistics | · As part -2 of Phase-1 of the project filled census schedules will be returned from all points (where items delivered) to designated scanning Offices appx. after three months from distribution of the material
· Nodal Officer will remain the same for the reverse logistics
· Details about reverse logistics will be intimated separately |
